I think it's a bit of both. She doesn't know what we can do, so she doesn't have any basis for what to expect from us. But even if she did... I mean, I'm supposed to be the leader but even I don't know exactly why or how we gain the powers we do. So it makes sense to me that she wouldn't understand either.
